DOWNTOWN DEVELOPMENT AUTHORITY by Council

The governing body of the municipality appoints these members – the council votes, and the mayor does not vote unless there is a tie.  (OCGA 36-42-4)
Directors must be:   
1) Taxpayers residing in the municipal corporation;
2) Owners or operators of businesses located within the downtown development area and who shall be taxpayers of Laurens County; or
3) Someone who has a combination of the qualifications of 1) and 2), but one director may be the mayor or a council member.   
No less than four directors having the qualifications of just #1 above shall (in the judgment of the mayor and council) either have or represent a party that has an economic interest in the redevelopment and revitalization of the downtown development area. 
Notwithstanding the requirements above, one appointed director may reside outside the county, provided, however, that they own a business within the downtown development area and are a resident of the state.
