Joe Kinard has been the City Clerk / Finance Director since September of 1987. Prior to his appointment, he held other positions in County and City Governments in Georgia. The Mayor and Council Members appoint the City Clerk / Finance Director, who is also the Elections Superintendent for the City's bi-annual elections.

Joe received his Bachelor of Business Administration degree from the University of Georgia in 1971. He was commissioned as a 2nd Lieutenant in the United States Air Force in 1972 and completed his Bachelor of Laws degree from the John Marshall Law School in 1976. His business and professional associations include the Government Finance Officers Association, International Institute of Municipal Clerks, and the Association of Government Accountants.

Joe is a Certified Municipal Clerk, Finance Officer and Government Financial Manager. He is a member of the Dublin - Laurens Leadership, a member of the governing board of Dublin - Laurens Clean and Beautiful and a member of Pine Forest United Methodist Church.
